That's not fully how balls work but you are also partially right. Our balls tighten the more excited we get or they also loosen or tighten based on temperature. Or some people just naturally hang lower than others or they use weights to make them lower almost all the time. So it's not generally an indication that someone jerked it recently or that they can't maintain an erection.
