Let me be the counter point here. I think this is a bad idea. All surgeries entail risk. This guy is a temporary part of your life. I also think this guy is wrong for your wife. Has she had any struggles with body image in the past? Because it sounds like her bull just gave her some. Is this the kind of guy you want with your wife. I say, get rid of him. Help her re connect with the satisfaction she had with her body and get a bull who appreciates her as she is and as she appreciates herself.
I don't think it's all that.. as a woman loses weight a little bit and she gets older.Her boobs do drop a lot... And most women are very conscious of her body..

I disagree with most of your statement. People who act like the other man is King, regardless of race are being lazy. They just don't want to be responsible for their part. I am a Dom, and even I know certain things are just toxic. I expect obedience from my subs, but I wouldn't tell one of them to get implants just to stroke my ego. That's a sign of someone who LACKS confidence. If a sub came to me, asked permission for implants I would carefully evaluate the rationale behind the request and if I felt like it was something she would benefit from, and not being done for some outside reason, I would bless it. Otherwise I'd put her in counseling to work on her body image and I would go with her to figure out what I've been doing wrong to make her feel that way.

It is a waste of money. Big, fake boobs are boring and become cartoonish and unattractive the bigger they get. There's always the scars visible and the feel of them is such a turn off. We have experienced very few breast implant jobs that were done properly, but they were quite fine. The expense was staggering and not in the range of most who seek implants. Natural breasts in the lifestyle are almost like unicorns these days and they are sought after. It's like tattoos, anybody can get one and they're all boring after awhile. At one time they were sexy but now they just ruin otherwise beautiful bodies. Don't know her fitness level but some high quality strength training will def improve the appearance of natural breasts. Just our opinion though. We know we are way in the minority on this.
