Most of the brands have small models. I have used Holy Trainer v5 Nub, which length is 26mm (1in) and Kink3D Cobra Baby which is for 3-5cm (1.25-2in). I have ordered Cherry Keeper as replacement for the Cobra, but didn't arrive yet, can't comment.
But my main cage is BAWR titanium (I use the plastics only as travel cages, don't want to deal with this at the airport scanners), it is more expensive since it's custom made, but you can order it with your exact dimensions.

I’ve read various fitting guides about the measurements you need to take for the best fit. Most of them say that when measuring the length of the penis you should take off between 6mm (1/4 “) and 12mm (1/2”) off the measurement to get a snug fit. For those with small/micro cocks (ie mine which is only c.1” anyway) should I really take off that measurement?
