In the UK at least, I think there are probably several reasons for the loss of public gloryholes. The big one is local authorities refurbishing toilet blocks. Charging for entry and closing them entirely in the evening has meant that new ones aren’t being made. Also the rise in popularity of swingers clubs which nearly all have gloryholes, which are clean and safe.
