The possibility that he could have actually had his hand up her sweater and on bra or tits and that she would allow or even encourage him in a room full of people is more than exciting...its thrilling! And strange as it might seem, the possibility that they stole a kiss makes it even hotter. I can absolutely believe that in this scenario, especially thinking they could be caught, she could succumb to the temptation. It would also be a way for her to take the teasing to the next level especially if she stopped him from getting to but not beneath her bra; giving him just another hint at what could follow.
I've got to find a better way of observing them; not to catch them but to actually see how far they're going. Or maybe just get her to talk about it abstractly, like maybe he's lonely and would like some company or something like that. And now that i think about that, that maybe a new approach for me: start talking to her or get her to starting to talk about him living alone and is he dating or seeing anyone (or his sex life!! LOL)! Am I getting too ahead of this?
