If she doesn't want to risk pregnancy then being on BC is critical also but none of that should mean it isn't still completely her (and the Bulls) choice. I've personally had guys that even with all the testing in the world, something about them meant that there was no way I was going bareback with them. Candidly, if I get that vibe, I almost never fuck them at all. Not worth it. I've also had guys that have said they will only fuck with a condom, period. I respect that also. Again, I usually find someone else but I do respect it. Protection is the choice of the people involved an no one else's. So... is she safe, probably!
